ABOUT EDUCARTE
Educarte is a Mexican non-profit organization founded in 2015 by Arnott and Katheen Duncan. In August of 2016 Educarte began providing at-risk youth in the community of Puerto Penasco, Mexico with the ongoing resources and support they needed to be able to go to school and succeed inside and outside the classroom. Thanks to generous support from both sides of the border, over the next six years Educarte provided hundreds of local young people with a path out of poverty through education.
As Educarte’s program evolved, Kathleen became aware of a tragic lack of support services for children with disabilities in this community. She learned that, like many developing countries, Mexico has struggled to provide for the needs of people with disabilities. Sadly, in Puerto Penasco, just an hour drive south of the border, a lack of comprehensive, professional services had left most young people with disabilities without the critical support they needed to reach their potential.
Realizing that these were the most under-served and vulnerable children in the community, Kathleen and her local team decided this is where they would focus their efforts moving forward. Thanks to the generosity of many of its supporters, in 2021 Educarte opened the first ever multi-disciplinary therapy clinic serving disabled young people in Puerto Penasco. in August of 2024, the local team opened Escuela de Victoria—the first ever private special education school in this community.
We are proud of all that Educarte has been able to accomplish over the years and very grateful for the generosity of our many loyal supporters that has helped make this possible. But, our work is far from over! Future plans include expanding educational opportunities for disabled people of all ages, developing an early intervention program serving young children immediately after their diagnosis, providing opportunities for recreation and socialization for children with special needs, and much more.

About Educarte's Founders
From their first visit in the early 1990’s, Arizona residents Arnott and Kathleen Duncan fell in love with Puerto Peñasco, Mexico. Like many American tourists who visit this community located just an hour drive south of the Arizona border, the Duncans and their two sons enjoyed the beaches, sunsets, seafood and desert landscapes. Mostly, however, they fell in love with the people, and they decided
they wanted to find a way to give back to this community that they had grown to love so much.
In 2015 the Duncans formed the Mexican non-profit organization Asistencia Integral para Menores de Puerto Penasco, A.C. which has become known on both sides of the border as Educarte. Over the next six years Kathleen traveled weekly from her home in Phoenix, AZ to work alongside her local Educarte team. In January of 2022 the Duncans purchased and donated a beautiful property for Educarte to use to expand services for young people with disabilities. Although Kathleen no longer makes weekly trips to work with her local team, she continues to provide consistent guidance and oversight of the organization.
